The population of Niger has surpassed 11.5 million and is growing at an annual rate of 2.6%. The main towns are Niamey, the capital, Zinder and Maradi. Niger has two distinct seasons, a rainy season that generally starts in June and ends in September, and a dry season that cover the rest of the year. The latter includes a cold period from December to February. The average temperature in Niamey varies between a low of 22° C (72° F) and a high of 36° C (98° F). The main urban centers of Niger have modern telephone and telecommunications systems capable of worldwide direct dial service and Internet connectivity. Travel to Niger and throughout the region is becoming increasingly easier, as Air France offers flights to Niamey from Europe, and Air Senegal, a division of Royal Air Maroc, has increased regional flights to Niamey from major African centers. Charter flights are also available between Niamey and the major Niger economic centers. There is a national network of paved roads that stretches from Niamey in the west to the far east of the country; all major cities are accessible by paved roads with branches leading north to Agadez and Arlit, where COGEMA's operating mines are based. The system also links up with the roads in neighboring Nigeria, Benin, Togo, Mali and Burkina Faso. Niger became independent from France in 1960 and experienced single-party and military rule until 1991, when Col. Ali Saibou was forced by public pressure to allow multi-party elections, which resulted in a democratic government in 1993.
